U.S. Probation & Pretrial Services - Treatment Services Solicitation for FY 22-24
RE-SOLICITATION FOR TREATMENT SERVICES

The U.S. Probation and Pretrial Services Office for the District of Maryland is re-soliciting proposals to provide treatment services for federal defendants and persons under supervision. These individuals include persons on pretrial release, probation, supervised release, and/or parole. This may also include inmates in the Federal Bureau of Prisons (BOP) who are residing at local Residential Reentry Centers.

Please review the applicable Request for Proposal (RFP). The RFP contains the full text of all applicable government regulations; all offers are subject to the provisions contained in the RFP. In response to the RFP, each offeror must fully answer each item and supply all information as requested. Section "L" provides specific directions for potential vendors regarding completion of proposals. All proposals will be evaluated by the criteria identified in Section "M."

The offeror must be capable of providing all services within the geographic area identified in Section B of the RFP. The estimated monthly quantity listed in Section B is the estimate of the services to be provided during the term of this agreement. It is only an estimate.

A Blanket Purchase Agreement (BPA) will be awarded on the basis of initial offers submitted. Each initial offer should contain your agency's best terms from a price and technical standpoint. There will be no additional opportunity to modify your proposal. Please read the RFP carefully. Do not rely on knowledge of previous RFPs or federal procurement procedures.

Although the government may choose to enter into a BPA with multiple vendors, the government reserves the right to award to a single vendor. The term for this BPA is 7 months with a provision that allows the government to unilaterally extend the agreement for an additional 24 months at the government's discretion.

All proposals must be received by February 11, 2022, at 5 p.m. Please submit your best proposal with an original signature. Please do not submit proposals in binders or notebooks. Our office will provide post-award training as necessary at a location to be determined.
